There are no specific dress rules spelling out festive attire but a cocktail dress or something with sequins / sparkly, metallic or an outfit in a dressy fabric like velvet, silk, lace or satin says festive. If a New Years Eve invite says festive you can pull out all the stops and go big. If the office party invite says festive it’s best to add some glitzy jewelry or party shoes to a basic like a LBD, pants and a top or wear something in the Christmas colors like red and / or green. Common sense always rules.
