With a navy blue and red dress suit you have a few choices. You can wear neutral color shoes, a neutral color handbag and a blue or red fascinator. A red and blue fascinator would look nice with your suit and a navy blue handbag and navy blue shoes. Avoid wearing the same color shoes, handbag and fascinator, too matchy, matchy.
