I'm 5'4", 120 lbs and 17 yrs old. I have dark brown eyes, freckles and auburn hair with blond highlights. I'm a Canadian girl. My waist size various. I usually wear clothing sized 2 or 4. I don't know what kind of summer dress would be best suited for my height and size? I hope you can help.

From the description of your figure many girls/women would love to be in your shoes. You will look fine in a number of styles. A belted dress with a straight or full skirt would be flattering on you. You can wear an unbelted sheath but it should be fitted in the waist area (not too straight). If you have nice legs and knees you can wear your skirt about 3" above your knees since you are young.
