I am trying to understand the function of a "dickey." If I were to buy a skirt suit (jacket and skirt) online that comes with a "dickey," would I need to wear a blouse as well? Or is the dickey sufficient? In other words, can I put on the dickey (over my bra), put on the skirt, and put on the jacket, and then I'm ready to go? Or do Ineed something between my bra and the dickey?

A "dickey" (sometimes spelled "dikie" or "dicky") is a blouse front (without a  back) that can be worn under clothing to look like a blouse. For example you can wear a dickey under a V neck sweater and it looks like you have a blouse on under the sweater. If you buy a suit that comes with a dickey you should be able to wear it with the suit without a blouse provided you do not remove the jacket. You wear a "dickey" over your bra. Cloth dickeys can be a collar and front of a blouse or false turtleneck front.
