I have a black ankle length skirt that has a Latin flair. Very fitted from hip to knee and light gathering at the knee to the ankle. It has sheer black material that is lined with cotton from the hip to knee and then left sheer to the ankle. It is a voile type of fabric with a few hot pink and green flowers embroidered at the hip area. I am a size 6 top with broad shoulders and large upper arms so I do not go sleeveless or cap sleeves. I am a size 2-4 skirt (5'3" tall). What type of top should I wear?

You want to draw attention away from your shoulder area. It sounds like the skirt will draw attention dowward. Wear a black top with a V, scoop or jewel neckline and long or 3/4 length sleeves.

Wear your hair up or a short hairstyle that draws attention upward (no shoulder length hair).
