I am going to a job interview. I have a tan suit and I am planning to wear black tights black pumps and a black shell under the jacket. Is this OK?

Wear nude color hosiery with your tan suit, black or tan pumps and black shell. Your suit skirt should be knee length. However if the skirt of your suit is short then wear the black tights. You should try both combinations on ahead of time and see what you think is the most flattering on you. Good luck with getting the job.
