I am attending a formal dinner/fundraiser this month (February) in south Texas. We have mild weather here. Is it okay to wear a black velour, below-the-knee wrap dress with a cropped black velour jacket at this time of the year?

Velour fabric brings to mind casual clothing. A black wrap dress and jacket are appropriate for a formal dinner. Whether a velour outfit looks dressy enough for a formal dinner/fundraiser is questionable. If you think it looks good on you and fancy enough for a formal event it should be fine in south Texas in February.
