Your new birthday dress is great! You have a number of options. You can wear some statement earrings and go without a necklace if your hair is short or you wear your hair up. If you have long hair you can wear button, hoop or stud earrings and a simple necklace. Avoid anything that is chunky around your neck since the dress looks delicate.
