My 21 yr old daughter struggles to buy tops that are age appropriate but fit her 38DD chest. Most girls her age can buy in the junior department but nothing fits her there. XL sizes are too big in the shoulders and waist since she's not heavy just 15 lbs overweight. She is exercising and eating better during her college break because she knows losing weight will reduce her bust size but she'll still need advice buying tops once that happens. Thank you.
The good news is that your daughter is trying to lose weight. She will look and feel better once she gets rid of those extra 15 pounds (It's easier to do when you're young.) Also she will be healthier since extra weight causes all kinds of problems as one ages.
The proper fitting under garments are sooooooo important even if you are not overweight. While she is losing weight she should look for help in finding a good fitting bra(s) that will minimize the look of her bust. Once she has done that she will have to try/experiment with different brand tops for a good fit. It may may be possible to have some tops altered. A tailor will let you know if it is possible.
Clothing should fit nicely, nothing too tight or too baggy. Your daughter can wear dark color tops and try to draw attention away from her bust area. This can be accomplished with an up-to-date hair style, flattering make up, and wearing statement earrings. V-necks, scoop-necks and square-necklines reduce the look of a full-bust. (Stay away from turtle-necks, polo-necks, boat-necks and crew-necks.) Look for tops with ¾ length sleeves. They are more flattering on a large busted woman than full or short-sleeves.
