Are a black jersey and tulle dress with thin black tights/stockings appropriate for a 16 year old girl to wear to a Sweet 16 party that specifies "cocktail attire" as the dress code? The dress hits a little lower than mid-thigh and she wants to wear the stockings with black sandals. I suggested pumps but she can't walk well in heels and is comfortable with the sandals she has. Thanks!

The outfit sounds great for a Sweet 16 party. Since your daughter does not want to wear heels how about black suede or black patent ballet flats? Today girls don't wear stockings / tights with sandals. However since she is 16 if she feels good wearing her sandals with black stockings / tights let her. It's not such a big deal.
